The dispatch center is a Public Safety Answering Point (PSAP) for all wire-line, wireless and VOIP (Voice Over Internet Protocol) 911 calls for all of Porter County. About the Communications Center Director Position

General Summary:
Under the direct supervision of the Shift Commander, the incumbent’s primary responsibility is to convey, with accuracy and speed, messages and calls for service from the community to line personnel, for service from line personnel to the community or other agencies and for service among departmental personnel.
Essential Job Functions:
An employee in this position may be called upon to do any or all of the following functions. These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily.
- Receives incoming telephone calls, determines if the call is for service and logs call on the CAD system. If call is for another department or personnel in the agency, the call is appropriately transferred. When necessary, messages are recorded for absent personnel.
- Operates a computer aided dispatch system (CAD) and a report writing system (RMS). Monitors the progress of calls and dispatch units to waiting complaints, logs the units arrival and completion of the call. Codes complaints logged as to the nature of the call. Provides assistance to units in the field by providing information via name checks, LEIN inquiries to determine criminal histories, wants and warrants, registration of vehicles and/or property as well as stolen checks on that property and information relative to the call responded to.
- Provides a link to ancillary services such as: wreckers, emergency medical services, Fire Department, backup units, other agencies, supervisors and resource information necessary to accomplish their tasks.
- Operates an Enhanced Emergency 911 system. Responds to the E-911 system, for all emergencies reported by citizens of our community, with speed and accuracy as to the appropriate response for any particular calls that are received. Reports to the service agency any and all malfunctions to the system for immediate repair.
- Enters into LEIN terminal warrants, stolen vehicles and/or property, impounded vehicles and/or property, missing persons, runaways, area broadcasts for wanted persons or vehicles and DWI/DWIN breathalyzer results, etc.
- Cancels all LEIN entries made by our agency that comes to their attention by virtue of an officer recovering a person, vehicle, property or item that previously was entered, etc.
- Runs criminal histories on suspects or persons in our custody and under investigation for criminal activity, conducts name checks for previous contacts, correct addresses and other forms of information enabling dispatchers to assist other employees and/or agencies.
- Other duties as assigned.
Required Knowledge, Skills, Abilities and Minimum Qualifications:

Part time Dispatchers may work additional hours when filling in as a temporary replacement for a full-time Dispatcher who is off on STD/LTD or workers compensation leave.

911 Communications Consultant - City of Taylor, MI
The City of Taylor is seeking to fill a consulting position for 911 Communications. This position is responsible for coordinating the development and transition to a combined Police and Fire public safety answering point (PSAP).
After significant study and analysis, during 2009 and 2010, the City of Taylor has begun the process of transitioning from separate Police and Fire dispatch centers to a combined operation.
The consulting position weekly work hours may vary according to the scheduled transition process. The tentative completion for this transition to a centralized 911/dispatch is scheduled for June 1, 2011. Consideration for full time employment as a 911 Communications Supervisor upon successful completion of this transition may be extended. Salary is negotiable depending on qualifications.
Responsibilities:
Developing EMD Quality Assurance program, Phase II Wireless and MSAG programs, enhanced 911, Computer Aided Dispatch (CAD), CLEMIS, records management and emergency service systems and protocols as they pertain to the dispatch center. Responsible for developing an annual budget, policy and procedures manuals, equipment and database maintenance, personnel hiring, initial training and perform other related duties as assigned.
Minimum Qualifications:
Ten years experience in public safety communications management. Possession of APCO and/or NENA relevant certifications, completion of EMD training with preferred preference to applicants that are ENP certified. Work history as a manager in a public safety communications 9-1-1 center, and high level experience in budgets, labor relations, public relations and personnel management are desirable.
